Samuel served in the Government of Uganda for many years, rising through the ranks to become Commissioner for Urban Development at the Ministry of Lands, Housing and Urban Development. In this capacity, he provided strategic leadership in national urban policy, municipal development, infrastructure planning, and sustainable urban growth. He played a key role in landmark initiatives such as the Uganda Support to Municipal Infrastructure Development Programme (USMID), the National Urban Policy, and programmes for transforming settlements of the urban poor.

He later served with Cities Alliance / UNOPS as Country Urban Adviser, where he supported inclusive city development, refugee integration, urban resilience, migration management, and secondary city transformation in Uganda.

Beyond his professional career, Samuel is passionate about personal growth, family stability, church ministry, livelihood improvement, entrepreneurship, and human resource empowerment. Drawing from decades of real-life experience, leadership exposure, and practical insight, he has devoted part of his later years to writing books that inspire individuals and families to live intentionally, build wisely, and create lasting impact.

He is the author of several impactful books that will be launched in the near future. They include the following among others: The Creative Wealth Builder, Rise To A Smart Problem Solver, Designing Your Desired Destiny, The Retirement Handbook, along with several other inspirational and educational works.
His writing speaks to people seeking wisdom for wealth creation, purpose discovery, resilience, productivity, retirement planning, and spiritual growth.

He is widely respected as a thoughtful leader, practical strategist, mentor, and voice of wisdom whose experience spans government, international organizations, family leadership, faith communities, and enterprise development.
